C. Project Proposal for the property of Fabiano & Marcosa Relampagos - approximately 5 hectares in Lawis Catagbacan Norte, Loon, Bohol - all these were approved after proper discussion.
1. Marker to be constructed at the north & south end of the property. Architect Manuel Maestrado is given the task to prepare the design.
2. Uniform fencing of the property (boundary line only). All assigned owners will agree on how to finance the said project. This matter will be discussed further, on a future date.
A separate meeting will be called to be attended by the assigned owners only. Mrs. Edie R. Pedrigal is in charge of this.

Family Management Tip #2: Choosing The Right Organizer For Your Family
What method do you currently use to organize your family? Do you mean my paper calendars or my electronic ones, you ask? If you're like the vast majority of people we surveyed, you're probably using a wall calendar on or near the fridge. And, for portability, you keep the same information on your pocket day planner, which you carry around.
You might also have some information on a personal digital assistant (PDA) and your calendar at work, perhaps Microsoft® Outlook® or Lotus® Notes®. You worry about how to keep all these calendars synchronized, along with those of your spouse's. And you really manage your family in a day-to-day manner - sending an email or IM reminder or calling someone to make sure they've done something.
Or perhaps you're a little better than that. Maybe you've chosen a paper calendar/organizer that's specifically oriented to busy families. That's a great first step. As long as you're mostly home-bound and you don't need to share that information with anyone outside of the house, a paper-based family organizer is a good choice.
If you have school-age children, no doubt you have to deal with a mountain of paper that keeps piling up every time they empty their school bags. How do you keep track of their homework schedules?
Maybe you need to share your kids' appointments and activities with a babysitter, relative, or ex-spouse. How do you do that? Perhaps you use a web-based calendaring system such as the one provided by Yahoo®, MSN®, or AOL®.
But you still keep the wall calendar, because you still need to communicate that information with your family - now you have more places to keep the information synchronized.
A newer crop of web-based calendaring applications has debuted this year. These are specifically aimed at making it easier to share calendars with family and friends and "to bring it all together". So the choice just got more confusing.
What's the right tool for your family? Should you just stick with the tried-and-true wall calendar and live with its inadequacies, or should you attempt an electronic solution?
Glad you asked. Here's a set of questions to ask of any tool that you're considering. The tool that's right for you will depend on your answers:
- What is the set of problems you're looking to solve? Do you mostly care about coordinating appointments? Do you want to keep track of things like chores, homework, medication, and so on? Do you need to share information with friends and relatives? Do you want to share ALL information, or only selectively share the information?
- How easy is it to use? Paper tools are easy and quick, but they're not accessible from everywhere and keeping them up-to-date is a problem. Often, but not always, using computer-based solutions (whether using the web, desktop, or PDA) requires a certain amount of patience, but they tend to be more portable and accessible. Will the benefits of the computer-based solution make up for the inconvenience? Even if it does, is the system easy enough to use that you will use it consistently?
- Will it work for my whole family? Feeding a time management system is a chore that's more likely to be completed if everyone in your family can easily use it.
- How likely are you to continue using it? Making a commitment to time management, in whatever form, requires a certain amount of discipline. If a system is not delightful to use, it could quickly become a chore that is unsustainable. So weigh the usability of the system from that perspective.
- How accessible and portable is it? This is an important reason to choose an electronic solution in the first place. If you're on the road or in the dentist's office, how can you easily find out if there's a conflict with some other appointment you're trying to make? Is the solution usable by a mere mortal (namely you) who may not have the patience to deal with clumsy little keyboards or the multiple steps it takes to navigate, for example, a cell phone calendar?
- How easy is it to share information? Are members outside your family easily able to access the appropriate information (and only the appropriate information)? How much effort does it take on your part to share that information?
- Does the system give back more than you put in? How easy is it to synchronize your information with, say, your spouse's work calendar and your own work calendar? If you make an entry on the system, does it automatically synchronize with other calendars that are important to you?
- How much automatic input do I get from the system? How automatically does information that you care about, like your kids' homework or athletic schedules, and your local community schedules, come into the system?
You're probably asking yourself by now, is this all really worth it? This is a fairly daunting set of questions to ask. Isn't there a review somewhere of the different solutions available? That is material for another article.

Andres.com Internet Cafe Soon to Open!

Our intrepid cafe entrepreneur Dino Lamberto Relampagos Tansioco is hard at work at constructing the first, high-class Internet cafe in Loon, Bohol.
Named after Ingkong Andres, his grandfather, "@ndres.com" and Dinoy will surely usher in a new dawn for his hometown, in terms of new business opportunities, and new horizons!
We await the grand opening (around early February) of your Net cafe, Dinoy! Keep up the great job!

Profiles: Juan "Aning" Relampagos (1918 - 2002)
During the Japanese occupation of the Philippines, Aning was an officer of the United States Armed Forces in the Far East (USAFFE). He held the rank of Lieutenant and was commanding officer of the "C" Company, 1st Battalion, 84th Infantry. Pursued by the Japanese, he traveled incognito to Negros, Leyte, Cebu and Surigao as a trader of sugar, salted fish (bulad) and other household commodities. In Surigao, he met 'paisano', Major Vicente T. Cubero (a.k.a Capt. Francisco Salazar) who went with him to Bohol, landing at Catagbcan in the early part of 1942. Salazar led the local forces in victorious encounters against the Japanese including the very successful Battle of Moalong on September 27, 1942.
Aning served as Mayor of Loon for two consecutive terms from 1951 to 1959. On his second term, he married Esperanza 'Nene' Camantigue Lopez whose father Rosendo or 'Tan Sendoy was also a town executive of Loon, the last to hold the title 'President' and first to be called 'Mayor' (on his second term). Aning also served as Provincial Board Member for two terms - - during the administration of Gov. Esteban Bernido and Gov. Lino Chatto.
Aning and Nene have been blessed with five children, namely, Maria Socorro 'Acor' R. Gonzaga, Asst. Vice President for External Affairs of the Philippine Airlines (PAL); Dr. Maria Asuncion 'Achu' R. Navoa, Diagnostic and Therapeutic Radiology Consultant of Lourdes Hospital, Sta Mesa, Manila; Elvi Peter, associate of the Dionido and De Guzman Law Office, Makati; Maria Concepcion 'Emma' R. Casenas, Manager of PAL - Tagbilaran Office and Rene the youngest governor of Bohol ever had.

It was May 11, 1995, the eve of the Catagbacan,Loon (his birth place) Fiesta when Inco Andres eventually reposed in tranquility. He was at his ripe age of 86.
Within a haf decade of lingering physical immobility. he was not verily concious much less aware that the Fabiano Relampagos Clan he had conceived and forged, has started bearing fruits out of the seeds he strewed two scores and five years ago. He was the sewer but not the reaper.
Inco Andres as he was then respectedly called, was and will remain the undisputed PRIME MOVER of the Fabiano Relampagos Clan. He labored for it.
Out of love coupled with instinctive generosity, his solomonic brain unceasingly pondered on how to reconcile and retrieve, between and among scions of the greatest great, great grandparents of all times - Fabiano Relampagos and Marcosa Papeleras.
His initial call for reconciliation was made in 1950, when there were still leaving co-originals, like Inco Into (Jacinto), Tiyo Vidal, Manoy Ejan (Aniano, his first wife Telesfora Caminos was this writer's auntie), Inse Coning (Cornelia), Nang Ena (Lucena) and herein writer's grandmother in-law, late Nanay Diday (Hilaria). All of them witnessed the emergence of the Fabiano Relampagos Clan.
In sum the formation of the Fabiano Relampagos Clan could have hardly been possible were it not of the inceptive move taken by the late Inco Andres. As a result, produce by concious mental and physical exertions, Fabiano Relampagos clearly came into view in 1951.
Notwithstanding the unsolicited efforts Inco Andres has exhaustively expended in order to accomplish an objective, nothing is heard much less overheard, that a move has been taken to bestow even a little honor, by way of posthumous recognition to the departed prime mover of the clan. Granting there was, how soon will it take place is the biggest question. Very soon? It is hoped.
Putting Inco Andres similarly situated to the last of the Mohicans, he lost the battle but won the war. Great men does not die in vain. Indeed he had done a MAGNUM OPUS WORTHY OF RECOGNITION.
In passing, a passage by Abraham Lincoln (Gross, Lincoln's own stories) pertaining ancestry, is hereunder quoted, and I quote:
I don't know who my grandfather was;
I am much concerned to know what his grandson will be"

Inco Andres - The Man I Will Always Remember
Andres Papeleras Relampagos (Died: May 11,1995)
While each of my uncles and aunts have left imprints in my memory that have helped in the shaping of my future, the memories from Inco Andres are the ones deeply rooted in my mind.
Inco Andres was the youngest of my uncles and our ages were not far apart. A bigger portion of my life's time was in close association with him, specially during my school days. For a while, I stayed with his family in a small rented house in the poblacion of Loon, Bohol. With me were two other cousins, Jesus and Bening and my sister Sencia. It was in this house that Inco Andres encourage us to study conscientously. He gave us incentives, in kind, when ever our names appeared in the class honor roll. He taught us the value of time. "Time is Gold" he kept on repeating to us. Every minute must be made productive. This was the challenge that inspired us to work even harder.
While in college, my having to take up Civil Engineering was Inco Andres' choice. My preference then was to take up commerce as I was more indulged in Trading. However, Inco Andres and my cousins Miguel and Jesus were already taking up Commerce. So Inco advised me to take up Civil Engineering instead. As a bright and upright man, one just can't resist and follow his advices. Thus, I have become an Engineer.
While very active and progressive in nature, Inco had also encountered obstacles in his desire to rise. As a career man in the government service, his growth was somewat stunted. He was no doubt honest, diligent and sincere in the service but he was not given due merit by his superiors. His obstacles became an eye-opener for me to reroute the path of my ventures in life. Thus, instead of seeking for employment, I ventured to enterpreneurship where I am now.
Two major decisions and a lot of minor ones in my life were influenced by Inco Andres. Without him, I could not imagine where I woukd be now. His influences does not end with me; for sure there are many of us, nephews and nieces, even grandchildren who owe what they are now to our beloved Inco Andres. May he rest in peace.

Misc: Dagohoy
Dagohoy in the States... Mabuhay Ang Filipino!
It was the first day of school in Washington, DC and a new student named Dagohoy, the son of a Filipino immigrant, entered the fourth grade.
The teacher began, "Let's review some American history, class. Who said, "Give me liberty or give me death?"
She saw a sea of blank faces, except for Dagohoy's who had his hand up, "Patrick Henry, 1775."
"Very good," said the teacher.
"Who said, "Government of the people, by the people, and for the people, shall not perish from the earth?"
Again, no response except from Dagohoy: "Abraham Lincoln, Gettysburg, 1863," he said.
The teacher snaps at the class, "Class, you should be ashamed, Dagohoy who is new to our country knows more about our history than you do."
She hears a loud whisper from the back: "Screw the Filipinos."
"Who said that?" she demanded. Dagohoy put his hand up. "General John Pershing, Manila, 1896."
At that point, Jack, another student says, "I'm going to puke." The teacher glares and asks, "All right! Now who said that?"
Again Dagohoy answers, "George Bush, Sr. to the Japanese Prime Minister during the state dinner, Tokyo, 1991."
Now furious, another student yells, "Oh yeah? Suck this!!"
"Dagohoy jumps out of his chair waving his hand and shouts to the teacher at the top of his voice, "Bill Clinton to Monica Lewinsky, the Oval Office, 1997!!"
Someone shouts, "You little shit if you say anything else, I'll kill you."
Dagohoy yells, "Congressman Gary Condit to Chandra Levy, Washington, D.C., 2001!"
The teacher faints.
"I'm outta here!" mutters one student as he sidles to the door.
"President Gloria Macapagal Arroyo, Baguio City, December 30, 2002!!" Dagohoy responds.
As the class gathers around her on the floor, someone says, "Oh shit, now we're really in big trouble!"
"Saddam Hussein, on the Iraq invasion, Baghdad, May 2003!" Dagohoy bellowed.
"Now, I really have to run," Jack mutters, heading for the exit.
"Gloria Macapagal Arroyo again, Pampanga, October 4, 2003!!!" Dagohoy shouts triumphantly jumping with glee.
Then a burly African-American boy grabbed Dagohoy and strangled him, about to give a fistful to a frightened Dagohoy.
Then an Asian boy stood up and shouted, "Hey easy on him. I'm a FILIPINO!"
Dagohoy then blurted out before he got socked out, "Fernando Poe, Jr. Manila, January 2004!!!"
